Under a development plan from 2016 – 2020 with a vision to 2030, Haiphong City will soon become a coastal tourism centre in the Northern region.
The development plan was authored by the municipal Party Committee and stipulates that major tourist sites in the capital will be transformed into national and even international tourist destinations with the aim of making the tourism sector the primary and a sustainable economic unit in the city.
Alongside this development plan is the city’s conscious responsibility of ensuring protection of the environment; promoting cultural values and local cultural identities; implementing national security and defence; and maintaining social order.

One important local attraction is the Cat Ba Archipelago which will be developed into a world-class tourist destination. And in line with the city’s environmental responsibility, ecological conservation will be closely observed.
In order to put the plan into action, the city has lined up revolutionary steps in boosting its tourism such as conducting promotional activities, stepping up human resource training and implementing new policies which will attract investors.
The development plan is expected to result in an average yearly growth of 8.2% in tourist arrivals and 8.9% in tourism revenue by 2020.
